Watchtower requires its local appointed men (elders) to communicate to its headquarters (or designated branch office) all instances of disfellowshipping and/or disassociation of individual members.[1] Watchtower facilitates this communicate of congregational judicial decisions with a variety of forms.[2] Instruction found on these forms and in Watchtower letters stipulates this written communication should be sent to Watchtower in “special blue envelopes”.[ 2-4]
