Under the presidency of Joseph Rutherford in year 1928 the Watchtower organization dumped its structured pastoral work in favor of directors sent out as business-men to officiate and instruct the Witness community in making and closing sales.[1]

This marked the beginning of the rise of Watchtower’s much feared Service Department. This department was to become the enforcement wing of Watchtower.
